CASA of Titus, Camp and Morris started serving children in the three county area on September 1, 2013. Since opening, CASA of Titus, Camp and Morris has served 77 children with 20 volunteers.

The home ceased to operate as a foster home in 2007 and the Titus County Child Development Center Board, which operated the facility, recently dissolved and released the home back to the Mount Pleasant Community Fund. at Tennison Memorial United Methodist Church. Because the foster care system is so overburdened, often the CASA volunteer is the only constant adult in a child's life while he or she is in foster care, moving from one foster home to another, changing schools and changing doctors and therapists.

"In 2013 there were 56 children in Titus County, 60 children in Camp County and 21 children in Morris County who experienced a very difficult time because they've been placed in foster care because of mistakes their parents have made. Unfortunately, we only have 20 volunteers serving these three counties."
Unlike Child Protective Services caseworkers who are responsible for 30 to 70 children, each CASA volunteer is assigned to only one child or set of siblings. The CASA volunteer gets to know the child or siblings very well and everyone in those children's lives, including biological family, foster family, teachers, doctors and friends, so they can determine what the children's current and future needs are and advocate for those needs in the child protection system and in court.
CASA volunteers are carefully screened and professionally trained by CASA staff and then sworn in by judges to advocate for one child or set of siblings in foster care. Volunteer advocates get to know the children, gather information about the children's needs and advocate in court and in the foster care system for the children's rights and best interests.
